Northland Regional Landfill Limited Partnership was established in 2009 following a decision by Whangarei District Council to take on a private partner for the provision of key resource recovery and disposal services. Council chose New Zealand owned and operated Northland Waste Ltd as its private partner based on its previous track record.

In addition to taking ownership of the Kioreroa Road facility, the Partnership also assumed ownership of and responsibility for constructing the Puwera Landfill, located adjacent to the Golden Bay Cement Quarry in Puwera. The Landfill opened in 2010 and provides residual waste disposal services for the greater Northland Region.

The partnership also plans further investment and expansion of Resource Recovery Activities at the Resort Facility to provide greater diversion of waste away from landfill.
